In the given operation, problems of creation by means of WinAPI functions of the program emulator with the Turkmen interface on creation of programs in a programming language the Assembler are considered. As a result of operation the appropriate software has been created. The program supports in the operation of ten WinAPI of functions and allows to launch the emulator of language the Assembler in the environment of operating system Windows. The program offers some methods of compilation of the assembly code.
Intended for operation in the environment of operating system MS-DOS the version of a programming language of the Turbo of the Assembler allowed to consider 2-3 examples of the program code on educational occupation, created the software allows to consider 7-8 examples of the program code, in comparison with prior versions the given program possesses following advantages:

Within the limits of scientific operation the software which as a matter of fact is the whole program and learning complex has been created.
